Retired Federal Government Employees Dental Plan Canadian Federal Employee (or Retired Federal Employee) Only?

Canadian Federal employee (or retired Federal employee) only? - retired federal government employees dental plan

I worked for the federal government for 15 years and at the age of 40 left. When I left, I took all my contributions to the state pension. Now, I retired with 60 years I'm still on the retirement of the Government and the doctor or dentist with the title?

If no answer, so I do not know.
